Can Corrupt Officers Remove Corruption?

People sitting at top posts are supposed to be more responsible, sensible, active, effective, honest and serious to their job. Because it is politicians and top ranked officers who act as path setters for others and it is politicians and ministers whose mischievous actions are followed by subordinates, juniors and public servants.

If Netas are corrupt, dishonest and non performer, Indians babus , administrators or officers cannot imagine of doing good performance without flattery to corrupt politicians and without following corrupt practices. If politicians, ministers, judges and public representatives are busy in earning bribe and commission and when they help businessmen to earn wealth through illegal ways and means common men cannot dream of happiness, prosperity and peaceful life. When industrialists are giving bribe to politicians and in return they are given full freedom to earn more and more profit, Indian rulers cannot provide any relief to common men suffering from pain of price rise.



If prime Minister, Home minister, Finance minister and even President of India prefer sitting on public complaints or simply forward the letters of grievance received from public to concerned department without ensuring its logical conclusion, people of India cannot get relief from any other departments said to have been established to look into cases of corruption or injustice or torture meted out to common men. When office decency and decorum is broken by top ranked officers, juniors cannot be expected to follow the rules of decency. When ministers are not disciplined and when MLA and MP are exhibiting indecent behaviour in Parliament and state assemblies, the working class in government department cannot be loyal to common men.

When a corrupt person is appointed as Chief Vigilance Commissioner of India, it is foolish to imagine that such corrupt CVC will select good officers for the post of vigilance officers for other PSUs.When vigilance officers are themselves corrupt they cannot stop corruption in any office they are posted as vigilance officer. There are numerous examples where corrupt officers pay bribe to vigilance offices and even CBI to close the file or to dilute the intensity of punishment.

When Chief Justice is corrupt, the appointment and promotions of other judges will naturally be based on bribe and flattery and when judges in general are corrupt the victim or the aggrieved person cannot imagine of quick justice from any court in the country.

When CMD or ED or GM of a bank or PSU is corrupt, good and performing bank officers cannot survive with dignity if he does not follow the path shown by such corrupt top bosses. Arresting of several high ranked officers and even CEOs of PSU and PSBs are enough to substantiate the belief that corruption is wide rampant and without which one cannot survive.

When transfer, posting and promotion of government servants depends on bribe and flattery, India cannot imagine of a good working culture and India will continue to rank higher and higher in the list of most corrupt countries.

Politicians and especially ruling politicians are as good as parent for ruled class and when parent are incompetent, corrupt, drunkard,dishonest,liar, cheater, fraud master, scam leaders and so on ---- children cannot be good mind. In such position some of grown up children think it wise to revolt against their parent when they understand the values of life. This is why people in our country are now raising voice of revolt against perpetrators of injustice.



Good people have got no place in Indian politics or in Indian administration and in judiciary. Honest people are leading a miserable life. They are frustrated because they have to face torture and inconvenience at all places and in all offices. It is necessary to remove all corrupt officers from all offices and replace them with those who have been isolated and kept away from mainstream only because they were treated as hindrances in the path of corruption or they were treated as prospective whistleblower against the dirty system.



To bring about reformation in the system it is necessary in the beginning to take back all discretionary powers from top ranked officers, remove they system of appraisal and interview and make all posting and promotion strictly on seniority .Those who do not perform should be given an opportunity to improve and then removed or stagnated but with judicious and acceptable reasons . The aggrieved person may be given an opportunity to defend the case, prefer appeal at higher offices and even go for legal action.
